Legislature Announces New Division of Regulatory and Fiscal Affairs

Charleston, WV – House Speaker Roger Hanshaw, Senate President Mitch Carmichael, and the next President of the Senate, Craig Blair, announce the establishment of the West Virginia Legislature’s Division of Regulatory and Fiscal Affairs.

The Division will be led by Peter Shirley, PhD, as part of the Joint Committee on Government and Finance. Dr. Shirley is a graduate of Brooke High School and West Virginia University (WVU). After graduating from WVU, Dr. Shirley earned his PhD in Economics from the University of California, Irvine.

The Division will provide fiscal impact analysis for proposed legislation, including rules, and will review fiscal notes submitted to the legislature by state agencies.
