Ryan Browning Takes Oath of Office

CHARLESTON, W.Va. — Ryan Browning of Kenova became the newest member of the West Virginia House of Delegates in a brief, no-frills ceremony Wednesday, July 3.

Browning, a transportation business owner, was appointed to serve the 28th Delegate District, which is made up of a portion of Wayne County. He will complete the unexpired term of former Delegate Mark Ross, R-Wayne.

Browning was declared the winner of the May primary election for the seat and has no general election opponent. He said he’s eager to get started representing Wayne County in the Legislature, and he earnestly utilized the legislative staff members gathered in the House Chamber watching the ceremony to become oriented with his new role as Delegate.

Speaker Roger Hanshaw administered the oath of office and the new Delegate’s friend Eric Johnson held the bible. Browning is a graduate of Spring Valley High School and WVU Institute of Technology. His professional experience is in various roles throughout the automotive and manufacturing sectors.

Browning’s committee assignments and contact information will be listed on the West Virginia Legislature’s website at a later.

Statement from Senate President Craig Blair on today’s press conference relating to Boone County investigation

“We’d like to thank the Governor’s Office, Department of Human Services Secretary Cynthia Persily, State Superintendent Michele Blatt, and Maj. Jim Mitchell from the West Virginia State Police for their efforts today to update the public and the media about this heartbreaking situation that occurred in Boone County.

What has become apparent above everything else is that this child was failed by her local network of safety nets. Through a series of circumstances, she became lost in the system, and she tragically lost her life. As Legislators, we have an obligation to protect our most vulnerable citizens, especially our children.

This case has highlighted that our current system of checks and balances has cracks. To that end, we will work with the Governor’s Office, the Department of Education, the Department of Human Services, and the State Police to discuss ways that we, legislatively, can improve our regulations related to homeschooled children to ensure that no children suffer this same outcome.

We encourage our colleagues in the House of Delegates to sit down with us as we start working toward these plans. We must act quickly to ensure that something of this magnitude doesn’t happen again.”

Member Press Release

Statement on behalf of Speaker Hanshaw regarding the death of former legislator Bob Ashley.

“Bob was the kind of public servant we unfortunately don’t see enough of these days: the person who runs for public office to serve the greater good. He came from a family of service, and we all should be grateful he and Anita nurtured an even further generation of service.

“Bob represented my district when I was growing up, and he’s who first asked me to consider running for office, serving as the model legislator. He showed how to keep your family first. He led what was then the Minority party with a decorum that can be tough to muster when you’re always on the losing side of what you believe is right. And he demonstrated congeniality when he returned some years later as Republicans were in the Majority.

“Maya Angelou said people forget what you say and what you do, but they never forget how you made them feel, and that’s evident with Bob Ashley. He’s leaving us much too early, but if you ever had the pleasure of interacting with Bob, you know that every interaction with him was in fact a pleasure, and always with a smile. He will be sorely missed.”

Statement on Behalf of Senate President Craig Blair on passing of former Senator Bob Ashley

“I was shocked to learn of the passing of our former colleague and dear friend, Bob Ashley. Bob’s long and dedicated service to Roane County and the state of West Virginia is a testament to the love he had for this state and its people. That love, of course, was secondary to the love he had for his wife, sons, and grandchildren. On behalf of the Senate, we extend our deepest condolences to Bob’s family, and we will keep them in our prayers as they come together to remember this life well lived.” — Senate President Craig Blair (R-Berkeley)

House Adopts Budget, Adjourns Sine Die

CHARLESTON, W.Va. — The West Virginia House of Delegates adjourned Saturday, March 9 at midnight after having completed 280 bills, including Senate Bill 200, the budget bill.

The bill, which goes next to the governor for action, covers Fiscal Year 2025: July 1, 2024 through June 30, 2025. It totals $4,996 billion in General Revenue funds and includes pay raises for state workers whose pay scales are in state code. State Police personnel would receive a $2,900 annual salary increase, teachers will receive a $2,460 annual pay increase, and school service personnel would receive an additional $140 a month. The budget bill also empowers state agencies with the authority to give all other state employees raises if funds are available to do so.

The full Legislature unanimously passed a bill to eliminate the state income tax on social security benefits through a three-year phase-out. Under this proposal, like the one enacted in 2019, all the taxable social security benefits received in 2026 and beyond would be exempt from tax. Members of the House of Delegates stopped to applaud after taking the vote to pass it on to the governor just after 10 p.m. Saturday.

Finance Committee Chairman Vernon Criss, R-Wood, had told members of his committee to think of the budget adopted during the 60-day regular legislative session as “act one.” Senate Bill 200 listed nine items in Section 9, what commonly gets referred to as “back of the budget” directives for surplus money generally allotted for one-time spending.

Criss reiterated Saturday to the full House that additional budget adjustments would be made once the executive receives clarity from the federal government about education spending levels.

“We’re still working with a shortened situation because of the federal situation,” he said, indicating an extraordinary session is expected to coincide with already-scheduled May interim committee meetings. “We’ll have another two-and-a-half months of revenues in front of us and we can take these items and adjust them upward.”

The Legislature also passed a bill to hold stable the state’s unemployment trust fund, which has been paying out between $2 million and $3 million than it’s been bringing in. The measure that advanced to the governor for action would freeze employer contributions to the fund, keeps the maximum weekly benefit at $662 and holds the maximum number of weeks a person could receive benefits to 26 weeks.
