I support this! As an esthetician, not only would this provide us with more knowledge, but a larger skills set. Working in this area, we are very close to the Virginia state line. Therefore, potential clients would have to travel to one these providers to get said treatment done. Estheticians are already being trained with different modalities, so it would make sense to also give the option for a Master Esthetics license without the need of working under a MD. I also believe this would give estheticians more of an option if they wanted to really hone in on a particular treatment.

I would like to know why this bill hasn't passed yet .  I am a veteran and would like nothing more than this bill to pass .  I would think the Legislature would like to honor the veterans in a small way  - since we gave a lot to this country .  Veterans would like to take pride in their branch of service and to their Country, giving them a chance  so they can be honored by the State  should be a no brainer .  I take pride of my 17 years of service over 2 Branches and I think a license would be a small token of my pride and the States pride in me .

Please support and pass SB493 so my 8-year-old daughter, who is hard of hearing, can enjoy movies in theaters with the same access as other children. Closed-caption glasses are often difficult for kids to use and frequently malfunction. Open caption showings provide a simple and inclusive solution that allows her to experience movies with everyone else.

Please support this bill. Beekeeping should not be regulated by municipalities. The Department of Agriculture is the most qualified for this regulation. We should also be more supportive of beekeepers in general. Bees are vital to humanity.

2026 Regular Session SB894 (Government Organization)
Comment by: F William Harris on March 10, 2026 20:13
Senate bill 894 was amended to include language from SB 631 stripping local Conservation Districts of their authority to conduct flood control activities in concert with other local sponsors and state and federal partner agencies. Senate bill 631 was held up in the Natural Resources committee because it was a bad bill. The amended SB 894 passed the senate without many senators not knowing what they passed. Now the senate has amended the house version HB 5364 to match SB 894. The House Government Organization Committee should reject the Senate version of SB 894 in its entirety, refuse to schedule it for discussion, and/or amend the Senate version to match the companion version HB 5364 passed by the House.

2026 Regular Session HB4498 (Government Organization)
Comment by: David Fluharty on March 10, 2026 11:27
I support HB 4498 because it strengthens the Right-to-Farm protections that farmers depend on to operate without constant fear of nuisance lawsuits. Agriculture naturally involves noise, livestock, equipment, and seasonal activities that may not always align with residential expectations, especially as rural areas develop. This bill helps ensure that farms following the law and using standard agricultural practices are protected from unfair legal challenges. Strengthening these protections allows farmers to invest confidently in their operations, continue producing local food, and preserve the agricultural heritage that is vital to West Virginia’s economy and communities.
2026 Regular Session SB927 (Government Organization)
Comment by: David Fluharty on March 10, 2026 11:21
As a farmer, I support SB 927 because protecting honeybee health and strengthening oversight of apiaries helps protect agriculture as a whole. Bees play a critical role in pollination and ecosystem health, and disease outbreaks or poorly managed hives can quickly spread across farms and counties. Clarifying the authority of the West Virginia Department of Agriculture ensures that issues related to hive movement, equipment, and disease management can be addressed quickly and effectively. Strong but reasonable oversight protects responsible beekeepers while helping maintain healthy pollinator populations that benefit farmers, gardeners, and the state’s agricultural economy.

  1. I feel that it is very important that Senate Bill 927 be passed as is (ie without amendments). Bees and pollinators are a very important part of our ecosystem and allowing/not allowing them on the whims of local leaders is detrimental to beekeeping. The WV Dept of Ag already has best practices in place to mitigate any problems involved. I thank you in advance for your consideration

Why would you decrease the education qualifications for this license when you say education is important in this state. What should take place is to make a distinction between law enforcement and private examiners. Law enforcement should be class two and private examiners should hold a class one license.
2026 Regular Session HB4018 (Government Organization)
Comment by: Rebecca Byrd on March 9, 2026 02:35
I, Rebecca Byrd, a WV resident, support this amendment of this bill. It is my understanding that the amendment just updates language that makes it easier for persons in power to access and allocate flood relief and prevention funds to lower income flood prone areas of the state. I have family members in southern WV who have had their house washed away in the horrible floods in the early 2000s and while FEMA funding was great and most definitely helped I think it was a little while before the federal government could help these people. In more recent times, it seems to be that it has taken the government even longer to respond to flooding situations. We need legislation that allows our national guard access to getting supplies to families as fast as possible and allows them to rescue families. I think this bill as worded will help families. Putting my tax dollars to use in creating flood prevention plans is more than okay with me. I know that many great West Virginians have lost their lives to flooding. I support the amendment of this bill. Thank you, Rebecca Byrd

I support this bill which helps enhance the sustainability and growth of our natural pollinators. Its passage is critical to the success of West Virginia's diverse flora, which in turn helps enhance agricultural growth and promotes the beauty of our "almost heaven" state. In addition, it creates additional marketing potentials such as honey and wax based products such as candles, and helps diversify floral breeds into unique beauties.

We need to take action to promote the health of our bees. Bee populations have been challenged in recent years and greater attention to their ability to thrive should be a public priority given how bees impact our food supply in a positive way. Moreover, bees promote the natural beauty of our incredible state. This bill promotes ordinance uniformity across our state in caring for bees. This will make things easier and more efficient for those who care for and promote bees for the common good. 🐝

Comment by: John Wells on March 6, 2026 23:12
This bill appears to address issues from the past [2 years now ] and serves no real purpose since most of the people affected have long since made repairs or repairs have been made by other state or federal agencies. The bill also presents the problem of administering and overseeing the implementation and monitoring of appropriate use of funds, which only serves to grow government. We don't need more government, just more efficient use of what is already there.  I oppose the bill as unnecessary, expensive, and redundant. I feel that the Army Corp. of Engineers should be held more accountable in cases of flood control and it's proposed remedies, since they claim jurisdiction over any stream and waterway which appears as a "blue line" on a topographic map and they control the permitting process for even the smallest of tasks such as installing culverts in small streams or wetlands. I also feel that this is FEMA territory.

Bees are essential for pollination and the agriculture in WV.  It is ridiculous that one city allows bees and the neighboring city tries to make beekeeping illegal.  This law needs passed to assure that the experts are in control instead of city governments that are misinformed.

Honey bees are essential to our food supply. One in three bites of food rely on pollination by a honey bee.  Honey bees are essential to commercial and urban agriculture alike.  Beekeepers and their honey bee colonies can and do coexist in municipalities, neighborhoods and HOA’s successfully everyday.  The state of Florida passed a similar bill with a successful outcome.  Please vote yes with no amendments to strengthen food security and to secure beekeeping across our beautiful state.

I am requesting that SB 927 be passed. The WVDA should be the regulating authority on beekeeping in our state.  They do a fantastic job and it eliminates undue, oppressive regulations from local communities that seek to limit beekeeping. The economic development comes naturally from wealthy business entrepreneurs who are always out scalping tickets, flipping houses, and buying properties under fake names, like many politicians and lawyers or doctors I know. We don't need any more government like this nor tourism or farmland security. De-fund and abolish those and use the funds to improve roads, bridges & infrastructure.  Build more Interstate highways and a REAL airport instead of that fog bank they call Iaeger Airport. Build it and they will come. We still pay toll fees on Interstate 77 south which is ridiculous after 25 years .

I have been a beekeeper for over 50 years in WV near Parkersburg. I am in favor of the SB927 as it stands. There is no way you can control the honeybees to naturally stay out of any location. The natural way of increasing is to swarm and find a location that meets their and will bee in any location you can think of. At least a bee keeper will try to keep them in controlled environment and take measures to control swarming.

Dear Members of the Legislature, I am writing in strong support of West Virginia Senate Bill 927. As a gardener continuing a tradition passed down through generations, I have seen firsthand how essential healthy pollinator populations are to both small-scale growing and larger agricultural systems across our state. Pollinators, especially bees, play a critical role in food production. A significant portion of the crops we rely on depends on their ability to pollinate effectively. As these populations decline due to habitat loss, pesticide exposure, disease, and environmental stress, the stability of our food supply and agricultural economy is increasingly at risk. Placing oversight under the West Virginia Department of Agriculture is a practical and necessary step. This ensures that pollinator management is guided by agricultural expertise and aligned with the needs of farmers, gardeners, and our broader ecosystem. Beyond agriculture, pollinators are vital to maintaining biodiversity and healthy natural systems throughout West Virginia. Protecting them now is a proactive investment in our environment, economy, and future food security. I respectfully urge you to support and pass SB927. Taking action now will help safeguard our state’s agricultural heritage and ensure sustainability for generations to come. Thank you for your time and consideration.

Letter of Support – SB 927 “The Bee Bill” West Virginia Legislature – 2026 Regular Session Mission Beelieve is writing to offer our full support for Senate Bill 927, known statewide as The Bee Bill. This legislation provides a clear, essential framework to protect beekeeping in West Virginia by reaffirming the West Virginia Department of Agriculture (WVDA) as the sole and exclusive authority over apiary regulation. For decades, beekeepers have operated under a consistent statewide system that ensures proper permitting, inspections, disease control, and responsible management practices. SB 927 preserves this system by preventing a patchwork of conflicting municipal rules that could threaten the future of beekeeping. The inclusion and protection of §19-13-3(e) is especially vital, as it guarantees uniform oversight and prevents counties or municipalities from enacting restrictive or contradictory ordinances. Honey bees play an irreplaceable role in West Virginia’s agricultural economy, food security, and ecosystem health. From family farms to community gardens, pollinators sustain the crops, fruits, and forage that feed our communities. Beekeeping is not only an agricultural activity but a cornerstone of biodiversity, environmental stewardship, and rural economic resilience. Allowing cities or counties to ban or restrict apiaries would undermine pollination services statewide and place unnecessary burdens on responsible beekeepers. SB 927 maintains clarity, consistency, and common-sense governance while ensuring that the WVDA retains the authority and expertise needed to protect hives from pests, disease, and mismanagement. I respectfully urge the West Virginia Legislature to pass SB 927 in its clean form, with subsection (e) preserved and intact. The Bee Bill ensures that the rules governing apiaries remain science-based, statewide, and dependable, protecting both beekeepers and the agricultural industries that rely on them. I further support complementary pollinator-focused efforts, including HB 5439, which seeks to strengthen pollinator health across the state. By supporting SB 927, lawmakers can safeguard beekeeper rights, uphold consistent regulation, and strengthen West Virginia’s agricultural future. Thank you for your attention and for your commitment to protecting the vital role of honey bees in our state. Very Respectfully, Eryck Stamper Mission Beelieve – Outreach Coordinator 1637 Daybrook Rd, Fairview, West Virginia 26570

I think that individuals who want to keep bees, which has a positive impact on our local and national environment, should be able to do so.  As with any form of agriculture, there are guidelines and protocol to protect people, animals, property, and the bees themselves. Those guidelines allow for safe handling and keeping of bees and West Virginia’s motto of being “wild and wonderful” includes bee keeping as an honor.

I have been a Beekeeper for 8yrs  who strongly supports the SB927 "Bee Bill". Please protect our continued stewardship, allow The WV Dept of Agriculture to regulate and manage Beekeeping as it should be. Please pass this bill without amendments, weakened language and patchwork local control.

West Virginia needs to be one of the first to protect the bees . Start banning weed killers . Bees are life for humans . With out bees we are in major trouble . We need to start making insensitive for people to start bee keeping . Maybe even. A tax credit for every hive up to 5 .  Honey bees keep us feed , we need to protect the them !

I support West Virginia agriculture and beekeepers. These insects are extremely important to our economy and businesses. Given that, honey bees are pollinators and they need protecting.

I am a hobbyist beekeeper in the South Hills area of Charleston who strongly supports this bill. I researched the rules and self-taught myself for the most part. I have been beekeeping for eight years and have never had any issues. My children were active participants in the entire process and I have passed on my love for beekeeping to many interested parties. Obviously, we need more beekeepers and the general public needs to feel comfortable that they, too, can participate in their own backyards in city limits.

I strongly support Senate Bill 927 because West Virginia residents should be able to keep bees under established best management practices (BMPs) without unnecessary interference from local government agencies. As a proud West Virginia resident and beekeeper, this matter directly impacts my family. I respectfully urge you to vote yes on SB 927.

Senate Bill 927 needs to pass!  Beekeepers are a diverse group of people, democrats, republicans, and Independents and most importantly motivated voters. Beekeepers are farms and their bees provide the essence of life to the plants we eat and the beautiful flowers the decorate our landscapes and homes.

Adding the definition of a master aesthetician is a positive step forward for the esthetics profession. Recognizing professionals who are trained and authorized to use advanced technologies such as laser treatments, intense pulsed light (IPL) devices, microneedling, and radio frequency treatments helps elevate the industry and ensures a higher standard of care for clients. It encourages advanced education, specialized training and professional growth within the field. This definition also promotes client safety by clearly identifying practitioners who have the knowledge and skills required to perform these more advanced procedures responsibly. Overall, it supports the continued development and professionalism of the esthetics industry while benefiting both practitioners and the clients they serve.
